There are actually two types of muting on Discord. Server or channel muting and local muting also. A server/channel mute needs you to be a server owner or admin when anyone can mute someone locally.
Server muting in Discord
A server mute is whenever an admin, server owner, or moderator along with the right permissions can silence a user or users for the whole server. They will no longer be heard via anyone on the server and will eventually go away. This is obvious to everyone because the noise suddenly dissipates and the user that is causing trouble finds themselves silenced.
Users cannot server mute, only users along with the right permissions can do that. If you ever need to do it, then right-click on the user’s name in the server and choose Server Mute. If you guys are on a mobile, then long-press on their name until the option appears in a popup actually.

Channel mute in Discord
Channel muting works the same just like server muting. Instead, you just mute a channel instead of an entire server. You can do that through selecting the channel in the app and right-clicking. Choose Mute #channelname and you’re good to go. Perform the same steps to unmute the channel actually.
Local mute in Discord
Locate mute in Discord is basically a user setting that any member can use to silence a troublemaker actually. It will only stop them to appear on your own Discord and won’t really affect any other user. However, is a really useful way to quieten things down if they are getting out of hand. It’s a less confrontational way of handling things than using a server mute, however, achieves the same goal as well. A local mute does not notify the other person that they have been muted actually. It should be instantly obvious as you fail in order to react to what they are saying or completely ignore their voice or text. There is no notification though that adds plausible deniability. In order to locally mute a Discord user, then right-click their name in the server list and choose Mute. If you’re on mobile, then long-press their name and choose Mute. If you guys change your mind or work it out. Then you can repeat the process and Unmute as well.
In local mute, there are no notifications, nothing send to admin or also server owners and Discord isn’t alerted actually. This is purely a local thing that you guys can handle yourself. If you have to take it further, discuss it with your server admin, a moderator or also raise an issue with Discord themselves.
If you guys do report it to an admin or to Discord, just take screenshots of the chat for evidence. Do it before the other person can actually delete the messages. Not everyone mutes other users purely as they are causing trouble. Most of the time conversations get loud or someone who likes to talk a lot joins a server as well.
