Vice Speaker of the State Duma Irina Yarovaya introduced a bill according to which law enforcement bodies do not need to wait for a court decision to determine the geolocation of a mobile device when searching for a missing child. The deputy is sure that such a change will help save a lot of children because every minute counts.
At the moment, when searching for missing people, law enforcement agencies need to wait for the court to determine the geolocation of the smartphone of the person being sought. According to Yarovoy’s bill, in the case of finding missing children, the police will need only the written consent of their parents to contact the operators in order to determine the geography of the mobile devices of the children sought. Law enforcement officers will have to report this to the court within 24 hours. If the missing child had a smartphone of another person (relative or acquaintance), then the police will need to obtain written consent and the owner of the mobile device.
Yarovaya explained that every minute is important in the search for missing people, and the expectation of a court decision is extremely long. Chief analyst of the Association of Electronic Communications Karen Ghazaryan said that the smartphone can be tracked even in the off state and without a SIM card. If a battery is pulled out of the device, the police will be able to determine where it was done.
The chairman of the search and rescue team “Lisa Alert” Grigory Sergeyev believes that it is necessary to determine the geolocation of a smartphone of missing people in case of searching for adults. According to him, the error in determining the location of a smartphone in the city ranges from 200-300 meters, but in the forest, it can leave from 1 to 10 km.
The new Yarovaya bill has already been supported by volunteers and many organizations, including the Ministry of Communications, the Ministry of Internal Affairs, the Prosecutor General’s Office, the Investigation Committee, the Ministry of Justice and Roskomnadzor – there is a high probability that the government will adopt new amendments to the laws.
